The Heeney Award is the NACDL's most prestigious award and is given annually to the one criminal defense attorney who best exemplified the goals and values of the association. The award was established in 1981 to honor NACDL's eighteenth President, Robert C. Heeney of Rockville, Maryland.

NACDL Director Jeralyn E. Merritt won the Marshall Stern Award for Outstanding Legislative Achievement.

The first Marshall Stern Award was presented to Jeralyn E. Merritt for her tireless work on the legislative front and for her efforts devoted to this year's Legislative Fly-In.

NACDL established the Marshall Stern Award for Outstanding Legislative Achievement. The award is named after former NACDL Director Marshall Stern of Bangor, Maine. He was killed in an automobile accident on June 7, 1995.

Marshall Stern was both an excellent defense attorney and a consummate political insider. His political activities began with the 1972 presidential campaign of Edmund Muskie. He was the founder of NACDL's Fly-Ins. He once summarized his thoughts on the success of the Fly-Ins as follows:

"It is not enough to just represent the downtrodden, you have to become more involved in society to better it. I believe our course of action during the past couple of years in dealing with representatives and adversaries has indeed borne fruit. While not abandoning the courtroom that we know and practice in so well, we are rapidly learning to address our issues on the broader level as well, we are rapidly learning to address our issues on the broader level as well."

"In our efforts to protect the guarantees of the Bill of Rights, we have gone to the Senate, the House, the White House, and Halls of Justice. They have met us and learned from us. Our mutual dialogue has made the process a significant one. We have, in fact, become players on the national scene."
